Convert two story home into a duplex in SF

Hello All ... Situation: Inherited a house 50% owner ... the other 50% belongs to my sister who is a jerk. These are my  options and I will have to force her to accept one of these options: She doesn't want to compromise, she has rejected every single one...this has been a 7 yr ordeal; a real nightmare.. NO MORE...I have to move forward; I'm done pleading with her. I had attempted to refinance with cash out, this was a 1 year endeavor and she sabotaged the process all the way. As God is my witness .., she took a year to provide the documentation,..,the loan officer gave up. 

Options:

1. Have her buy me out...not sure she can afford it

2. Sell the house

3. Convert a 2 story house into a duplex completely independent of each other. It is zoned R-2. I Prefer this option for so many reasons ...being affordable is the most important... I am thinking of retiring but not until this is settled.

So, my question is... I would like an idea of how much this would cost ....just a ball point figure, to do a conversion in SF. Keeping in mind, that it has to be completely independent of each other, this means separate entrance and exit, separate utilities, yard, and parking spot and or driveway.

PLEASE HELP !!!
