It makes sense to me that if they are getting foreclosed on, they probably have people calling them for other debts as well so they just don't answer the phone.I was wondering others experienced this low answer rate as well with pre-foreclosure lists?

Franklin has great schools, low crime, its a small - medium size town, but considered rural. 

In the "Manufactured" category, I see properties in Florida with very low prices and high monthly rent.

Are you saying, you acquired the property in cash and funded the rehab with cash?  

I’ve seen where NC has partnered with municipalities to provide federal or state funding to bring public water/sewer to under severed areas.

The reason I'm looking at Beaumont is because it seems to have a low rent to price ratio with a fair amount properties under 100k.

First $50k of investment capital should go into a money market fund or similar.
