Municipal Grants for Water / Sewer Utilities

I’ve seen where NC has partnered with municipalities to provide federal or state funding to bring public water/sewer to under severed areas. I have a multi family property connected to septics. I’m looking to connect with someone to help discuss the process so I can get with my city to gain a grant yo have them pay for it vice coming out of my pocket.
