Municipal Grants for Water / Sewer Utilities

I’ve seen where NC has partnered with municipalities to provide federal or state funding to bring public water/sewer to under severed areas. I have a multi family property connected to septics. I’m looking to connect with someone to help discuss the process so I can get with my city to gain a grant yo have them pay for it vice coming out of my pocket.
Any leads or contacts please send my way.
If you’ve been through the process elsewhere please educate us.
