I have heard from different people that you have to pass a test and go to classes to be qualified to rent out homes to tenants in Indiana.  

There is a little paperwork involved and you have to keep the properties to a certain standard so that they pass a yearly inspection.

The ONLY way they can pass a change to their bylaws is if EVERY SINGLE HOMEOWNER in the HOA votes for the change. 

Up to 16% interest and I forget how many points (I thinK 6) This decreases based on your experience and money down.They also require you to take and pass a class.

It is just there to make sure you can pass a simple test. 

Several years ago I believe you also needed references from qualified people in the construction fields as well as the general knowledge necessary to pass a convoluted exam.

Once you pass as occupancy inspection for properties the city considers "abandoned", you have 10 business days to register your property, fee is 30 dollars per year.  

If you cannot pass a Section 8 inspection, then consider where you are on the food chain.

Usually their "screened" candidates couldn't or wouldn't pass a background /credit check.

You can do this by yourself.It will come wrapped in plastic.Lay out a tarp or two where the driver can drive up on the tarps.Cut the plastic wrap only at the ends.There is a cardboard tube the carpet is wrapped around, pass a good rope through the tube to the other end at the front of the truck.Get a 2x6 or 2x8 board about 3 feet long and tie the rope on the board, make sure the knots are good.Truck backs up on the tarps.Tie the other end off to an immovable object, like your car frame.Truck pulls forward slowly and the carpet drops on the tarps.
