Most seasoned investors should have encountered a property/situation in an investment that was less than ideal. 

Remembering that I'll be dead soon is the most important tool I've ever encountered to help me make the big choices in life.Almost everything -- all external expectations, all pride, all fear of embarrassment or failure -- these things just fall away in the face of death, leaving only what is truly important.Remembering that you are going to die is the best way I know to avoid the trap of thinking you have something to lose.

Scam or do you advise your buyers to get them?

(FYI there  is plenty of parking for 4-5 cars ) any issues I may encounter ? 

I want to know if anyone here has lived in/owned properties with 500 year flood zones - how often did they actually flood, more or less, how MUCH did they flood, and has anyone encountered any serious issues with concrete, unfinished basements flooding?

Its a scam.

If your margins are that tight then you are likely to encounter further issues.
