It is now a habit and we do it without even thinking about it.

I'm not about giving out free handouts, but the other option is a HUGE Swath of Americans living in rented rooms, or (non-existent at the moment) Slum housing (like they used to).These places are not typically getting gyms, or pools with Jacuzzi's, but may have a dog walk (clean up after your pooch), and habitable interiors with working things (hot water, heat, stove, fridge, lights, etc...) and professional management that specializes in this demographic.Good luck on building these places, just remember, the people who move in are usually from the same area, and want to "Stay Put" near their favorite shops and relatives, and near the bus route (to Work)...so putting them in Beverly Hills with shops they cannot afford, or at the edge of town with nothing around might make them a lot less attractive to the renters (cutting into your profits deeply). 

In my case the habitable portion of my basement is above ground and only the utility room is not above the ground

This is important to me as they can harm others in multifamily settings by disabling them.
