While investment groups are good, I also recommend you also schedule lunch/beer/coffees with a range of active professionals across the spectrum: brokers, title, CPA, small contractor, attorney, etc.  

I’ve never seen a property rehab a fire damage house.Does the normal general contractor come out and draw up an estimate for repairs or is there a special person?

These are contractors, realtors, PM's, and they come across deals on a daily basis.

various repairs have different returns some like a kitchen remodel get a lot of bang for their buck, others need to be done but don't add a ton of value like upgraded electrical.

I even went as far as scheduling an inspection for the property until I realized that what I really needed was a general contractor.

Like any rental purchase, just make sure to do your neighborhood research, and I suggest being more hands on with the contractors that you hire if flipping in the beloit area.

For this job, the contractor does not need to enter the building, and there will be no disruption to the utilities, etc. 

Also, if you know of any bodies of works (books etc...) that would education one on building regulation that home inspectors place violations on such as electrical, construction, etc..., I would love to get my knowledge enhanced on that as well.

It is mostly materials and I won't need to use a GC as the electric and plumbing are all basically new.
