Is this a scamming tactic? 

They are always looking to solve problems, and are very good at it...except for the biggest problem they encounter. 

Scamming him big time.  

This is the first time we’ve encountered something like this as landlords, please share any suggestions.

It removes any subjective nature if decision made on account of that,  and most habitual criminals and scam artists aren't going to have good credit.

This is a long article but has some good information.I Accidentally Uncovered a Nationwide Scam on AirbnbI reserved a place through AirBnB last year that also turned out to be a scam.

To attack somebodyPerhaps you could’ve suggested that a common approach to reducing your MAGI would be to put some of the rental money into in IRA. but I guess you would consider that some sort of scam, and somebody having their cake and eating it too.

Have anyone encountered such situation before?
