As for the flood plain tolerance levels between investors vs. primary residence owners, that makes sense, to a degree, of course...I know there could be some reluctance from renters as well, which I need to account for.

But  most of those repairs with the exception of electrical would typically be non permit repairs. maybe someone else can chime in but I would assume they  could be repaired and then just call for an inspection. can you call the office and find out what will be involved in clearing the violations and if there is any fees or costs associated with doing so?

Would be easy to add your husband and then you'll have additional income and the debt issue probably goes away but obviously if he wants nothing to do with it then you could just not involve him :)  Depending on how you file taxes, it may still show up on the tax returns - so he may not be able to fully avoid being associated with it.
