your rent on this 650 a month and its a little rehab but aside from carpets and a couple broken windows its a property he could have less then 10k into right off the bat and get some nice cash flow.

Yes, subsidies are repaid on a sliding scale over time and are for owner occupied direct loans and yes, difficult to get as to timing much like bond money with FHA.I doubt USDA is even available near Dallas, the primary purpose is to serve underserved rural areas, Dallas certainly isn't rural!

I go and take a closer look and there is a sewer pipe going into the septic tank , a water line connected to the hose , and an electric cord thru the window .
