Going to look at a house with a bridge plank foundation that has started to cave.

I have looked at modular homes, which would bring in more rent; still takes a bit more capital but not too much more and not quite as much as building a solid foundation home. 

What if there is an issue with a costly cap ex item such as roof, foundation, of HVAC?

If its all straight forward and all infrastructure is in place then your looking at site plan modifications, proposed construction survey for each building, grading and foundation staking, elevation certificates and final as built surveys.Depending on local requirements and existing conditions i would say $30-$50k

Asbestos, foundation, major mold, lead paint, etc if possible.

That's exactly what I was thinking. especially if I got a job learning how to fix something that most people shy away from like Foundation issues. if I could learn how to fix a foundation then that could give me an edge against other investors.

The tenant has reported some cracks and the Property Manager thinks it might need some foundation work.Apparently my mom had the foundation repaired many years ago. 

This home also has exterior work completed and home is sitting on top of a new foundation.

All the rain has caused havoc with the foundation of my flip house.
