They all had to leave and the landlord had to pay relocation costs ($50k) as they knew it was happening (and believed it was all ok and within the law).

I did mention in some cases (from what I've been told), that the bank will give relocation money, but I did not make any promises.

The extra $18,000 requested seems to be for required relocation fees to be paid to the tenant.  

If people of lesser means are in a neighborhood that is getting too expensive for them, then they will need to relocate to another area.

Not sure what line of work you're in, or what level you're at, but it is pretty common these days for companies to be paying for relocation and/or a short-term housing allowance for new employees who have to move.

I was living in one side of the duplex, and then when my job was relocated to a different area, I found the first person that I could qualify as a tenant to move in and start paying my rent. 

Was that to move it or relocate the powerlines underground?
