Real Estate Lead in NJ question

I received a call about a week ago from a gentlemen named Cesar with a home in a town by me. He is not the homeowner, but the son of the homeowner. The situation is this: They have been in preforeclosure for 6 years he says and they finally got a notice that they must vacate in 6 months. That was 3 months ago. His mom, the homeowner, is in a rehabilitation program, but she should be back by the middle of september. Overall, they want out of the property and want to sell it fast. Also, they owe more than the house is worth. I did mention in some cases (from what I've been told), that the bank will give relocation money, but I did not make any promises. My objective here is to buy the property, rehab what needs to be done, and then sell it. I did let Cesar know we can try to help save their home, but they would rather get rid of it. Finally, I met with him in person, saw the property and it is in great condition. I want to know what should my next step be in this predicament?
