Similarly attic insulation only need provide an RSi of 6.5 (~R40) to meet minimum code for new builds, though several provinces and territories are encouraging a minimum of R50, I do not believe any have made it mandatory as of yet.

While the forms differ by province here in Canada, there are standard forms used for purchases. 

That is a tenant friendly province, but if they haven't paid for a few months, it is going to be hard to pay the regular rent and back rent, so it seems fair.

I am out of province.

I'm based in Vancouver, BC, working in the surrounding area and aiming to break into other provinces next year. 

You will not get cash flow investing in TO so your best option is to invest outside the city in a smaller community or better yet out of province.
