Similarly attic insulation only need provide an RSi of 6.5 (~R40) to meet minimum code for new builds, though several provinces and territories are encouraging a minimum of R50, I do not believe any have made it mandatory as of yet.

That is a tenant friendly province, but if they haven't paid for a few months, it is going to be hard to pay the regular rent and back rent, so it seems fair.
