My thought is: always buy the worst house (for the cheapest price), in the best street that you can AFFORD.

Driver around all the streets and look for vacant houses.

It is a two duplex unit located off the main street in a rural town. 

The home is on a hill, actually more of an elevation, not too steep at all located on a high traffic main street in town, and I was a bit afraid about the foundation seeing it was also built in the early 1900's.

Go to the county clerk's official public records and look for sales on that same street and the same area with in the past ~5 years or so.  

I went through this great building that needs minimal work (sub $10k)...only issue is when you drive up to the front of the building the street is filled with people just "hanging around".

She is a drug addicted and has become violent, uncontrollable and has been stealing.

Unless you lived down the street, or at least in the same city, you likely would not have made much money on this park.
