No one can predict the future.

They rely on their own software to predict the flood potential and it varies from company to company.

My prediction is a drop in prices (not huge) combined with a couple years of no growth. 

"All inclusive" is a marketing tool.If I had good utility usage history from the utility company (2 years) and could see predictable patterns, I'd use them in my cash flow calculations and wouldn't have any trouble making an offer on such a property.

I can easily predict how many leads I'll receive based on the amount of numbers I broadcast.
