@Michael Williams that is correct, I'm not the most knowledgeable about the process as a whole with respect to rezoning, but yes to rezone to a smaller "R" size lot would put you in the position to build to.

As the owner, you - or your property manager - should vet any and all workers making changes to the property and verify that all changes are compliant with local codes.Likewise, you(r property manager) should have a plumber verify that the toilet is working properly and/or make any needed revisions.

My slight knowledge comes from my own experience bought a 3 family but lost zoning rights was legally an r 1 residential zoned area but listed as 3 family city said I would have to deconvert or go in front of zoning board with all sorts of info to convince them to zone as a 3 family.
