What would be the best approach for a situation like this: subject to, or buy below market value.

I have a question for you experts out there, I have a bit of a unique situation here in CO and need a little evaluation. 

What am I missing here folks, what am I not factoring in, has anyone else been in this situation, is there a better solution to offset the expense of a mortgage of $1900?  

The funny thing is at least half the properties are not "passive" but stress filled with lots of activity (frequent maintenance costs, turnover, vacancy, eviction, cap ex)   Decisions have to be made sometimes with little time or little oversight when doing it so far away.
