@James AllenYou don't need a license to make offers on homes, only if you are making them on the behalf of someone else.If you want to get a license in another state, you can get licensed in that state and hang it with a broker there, or you can get one in Cali and hang it there and then apply for non-resident license in the state you want to do business in.
