Strongly suggest you bring your own agent into the picture to represent you.  

I'm picturing private water/sewer from your description.  

Theres an office building with 20 office spaces. from pictures it looks like it needs complete renovation. asking $1mil. rent in area is $15-18 sf/yr. it's off of a freeway exit in a C- neighborhood. sf is 11000 and lot is 38000sf. 

Do you see anything wrong with this picture?

I haven't walked the property myself but the guy said he's going to send me pictures of the interior.

Just recently I had a applicant offer 6 months of prepaid rent, when I went through my standard motions and questions they had lies on there application and with that information was a high likely that there would be no more rent coming in.

Does anyone know a contractor that will go to the property to evaluate condition and take pictures?

I'm certainly not saying to not do it, I've had dozens or even hundreds of people tell me not to get into low-end houses, however You've gotta look at the big picture of low end property and work out tons of issues as compared to higher grade Cs and Bs.
