We have repeatedly reached out to Pepco to get this resolved however they keep promising and not delivering.

In the offer, you need to include a stipulation addressing for the property to be delivered vacant by closing.

I've heard of successful investors starting out by sweeping up at job sites, picking up materials at Home Depot and delivering to a flip site, helping with direct mail marketing, cold calls, getting coffee, running numbers, or whatever. 

We start on good terms and I’m probably working on the first and don’t want to have to take off to deliver keys.

Yes you are the owner and want it to be your primary residence, but the tenant laws so overwhelmingly favor tenants and not landlords in San Francisco that it is comical.Or.....You could ask the owner to deliver the property vacant.

Having a seller agree to deliver a property vacant is not that common.

@Shahid Iqbal Buyer was not able to deliver clear title due to the encroachment issue, within the contract date.....so the contract is terminated.

I’m sure there are some furniture stores that will deliver and setup but there will still be a lot of ancillary work left undone like decorations, bedding, curtains, kitchen ware, etc. 

As far as POF, you could have the contract drawn up that EMD and POF are delivered after your 14 day inspection period.
