If you accept applicants with no social security number or the ability to read and understand a lease agreement, then you shouldn't require a social security number from anyone.Two thoughts:1.

You will need to build systems, but replace some of that time with seeing homes and understanding repairs and landlording.

My general understanding of California rentals is that if the building was built prior to 1974 and has 16 units or greater, an on-site property manager is required. 

I think the bank would require a greater % down than 25%, unless there was a super solid plan to increase revenue and/or decrease expenses very quickly.
