No vacancy for onsite manager for 20 Unit Building in Socal

I am purchasing a 20 unit building in socal. Our building is fully occupied and none of the current tenants want to be the onsite manager. 

Are there any other options for us then to wait for a vacancy? The laws are vague on this and certainly dont want to be in violation but not sure what to do.
