Should I found the LLC in UT and register it as a foreign LLC in MD?

Stay away from the city, developers and foreign money are driving up the prices, as well as families moving into Brookline and Newton and paying stupid money for ht school systems.Last year the market started to top out however the majority of investors didn't see this.
