It came into being to keep an end buyer in some transactions from seeing or being involved in the prior transaction, after the title companies cracked down on dual closings with a buyer purchasing with thier buyer's funds (A to B, B to C) transactinal funding is provided to B to buy and the lender is then immediately paid off from the sale from B to C.Going out beyound that closing schedule becomes short term financing.

In some states, the listing agent can be a dual agent and be a neutral party but they still get paid by the seller normally and you do not have representation in the transaction as a purchaser.

The cooperating Broker's agreement is ultimately between the two agent's Principal Broker's.IMHO, if your buyer's agent is negotiating a commission with the seller, that would create a dual-agency situation.
