@Christopher ChunnA couple thoughts.I assume the garage is attached.The overhead door has been removed.Does the garage have a smoke detector, carbon monoxide detector, escape window or door.I agree with Bruce Maywere permits pulled.There are a number of factors that can impact whether you can include the square footage.If it is legal habitable space then I would say yes.
