Assuming your kids did not drop the ball on something (perhaps they were supposed to make the request in advance of moving in) I would say their unit should not be considered useable and they should not pay rent. nothing in this situation sounds legal, and if the landlord refuses to give them credit for days they could not use unit, they should seek legal action. many jurisdictions have free or reduced priced legal aid for tenants in landlord tenant disputes. they should also probably consider moving into a new place, as this relationship can only go down hill.
