Landlord gives the tenant extension cords to use until lights got

My son and daughter moved into an apartment  the lights weren't turned on yet. They went to pay the deposit on the lights, they told them  72 hours. The apartment was not inspected yet .  Three weeks later still no inspection and still no lights but landlord gave them extension cords to use. When the inspector came in he was there less than 15 seconds, said it was too cluttered  which is not the case.  Is it against the law for the landlord to have them run extension cords up to their apartment with permission?
