Only limbs that hang over your property line can you remove.. without his permission.Call power company and say your concerned with the lines in the tree. they may come out to trim and maybe you could negotiate price for removal

More than anything I just wanted to know if it's just him that won't put 20% but will put 50% in or does he not see the hang up I have to work with (no cash, just credit).I mean if it's $100K project, he put in $20K (cash) and I put in $80K (credit).
