Where To go from here

I'm trying to get the hang of how things go before jumping in. I've been looking for deals and trying to scope things out but I'm getting to a stand still. When you find a house that could be a good deal, perhaps through research and driving for dollars, where do you go from there? For example, I found a house that may be an opportunity for investing but I can't find the owners name or know if there is a loan on the house. I just know the house was inherited and a quit claim deed was recorded. Where would I go from here? What are the following steps to take?
