I will look into those zipcodes, I am currently narrowing down zipcodes also, because I am looking to build my list to start my direct mail campaign.

Have you run a targeted direct mail campaign for 3-6 months?

Setting up a website is great and you can maximize traffic by creating SEO campaigns via Facebook and Google adWords.

Depending on the size you had in mind you could use a combination of direct mail campaigns (works better on smaller properties < 50 units) or work through brokers (works across properties sizes and least painful approach). 

I just can't justify purchasing a list and funding a mailing campaign just yet.

Once I get action on a listing, I start my phone calling campaign to try and get more so my client gets the best price for their house.It also does "Just happen", but if you want another explanation.

Do you have a direct mailing service or campaign you would recommend ? 

My plan is to get a prepaid list of fresh probates, have a detailed mailing campaign, make phone calls and have a means to close deals.
