The issue is that as you know the windows in the house are the original windows (which means 40+ year old windows) and they aren't insulated, causing air from the outside to flow freely inside.

Roof, HVAC, plumbing, electrical, kitchen, bath, walls, floors, foundation, ceilings, etc.I have found that what costs is when the entire house needs to be replumbed or  there is no heating and air, or the roof is bad, or the floors are falling in,  rather than the cost for a bedroom rehab.Then again, I buy foreclosures and they tend to be worse than regular housing. 

It does have central air and a covered parking spot, and the location is great.

Boiler heater is actually better that forced air, it gives off an even heat through the house. 

One master lease program in the right market, would be to guarantee the rent that the owner expects and then run it as an air BnB.
