The tenant was a 70 year old women who had been in the apartment since 1990. 

Women like that kind of thing....and it may sway a tenant your direction.

When I was in the Marine Corps, We had about 10 dryer's that were not drying clothes.

My instant worry becomes how openly it was out in the open; and the fact that there are 2 other women on the property who are single.

If they just have stuff all over the tables and clothes on the floor, or overflowing hampers, I wouldn't worry about it.If you want to do maintenance, and she's not being cooperative, then you'll have to just give her notice of when you will be entering, whether she's home or not, but she's welcome to be there, if she'd like.  

Its a fresh, exciting world where women have leveled the playing field.

I know life shouldn't be that way - but people still think of pregnant women as high-maintenance hormone-poisoned humans.  

Food, clothing, and shelter are basic human needs. 

None of our units are equipped for clothes washer or dryer so we installed new equipment in the laundry room.If you try to do anything on the cheap, you will pay for it in the market place. 

If it doesn't sound reasonable to be required to let a man move into a house full of women who don't want him there - then it's probably not a legal requirement.
