The employment driver in the area is the Fort Hood military base -- however, I assume most soldiers would rather live on base than rent apartments, so tenants may simply work on base or in surrounding town@Josh Green A property that is a good investment including management costs is a requirement for me.

To maximize the value for the soldiers and families is such a needed thing.

My thoughts on this, would be to look at it from the same point of view as a soldier in the military who is looking to invest in properties.  

Based on my experience I have really thought about trying to mimic it at our new duty station since I relocated due to my husbands job and no longer work for my old company.Our demographic were TDY soldiers.

I’ll give you some considerations as a long time soldier and WA state resident.
