It is a lower quality finish than hard wood floors so it would reduce value of the home.Most your value increase comes from updated kitchens and bathrooms or adding living space.

If not, what thoughts do you have on painting it - it has a high gloss finish so not sure if latex paint will stick without some preparation- possibly oil based Kilz.A few photos of part of the hallway and one of the bedrooms is shown below so you can see what we are dealing with.Appreciate any input or thoughts on options . . .be they painting of any other suggestionsThanks again!

You could try using hard money and finishing somewhere where you put 15% down and use them to fund the rehab as well, then refinance with a mortgage company.
