My intent is to get it 90%+ occupied, repaint building 1, improve parking lot, touch up facade of buildings for a fresher/modern look, and possibly upgrade each apartment unit during vacancies.

Nothing else seems too crazy broken, but will be bringing in an inspector eventually to check out the place.  

We are with the military and our housing allowance is 1400 a month which would go toward the mortgage to pay it down and do any minimal upgrading to qualify higher rent. 

If it had all the similar upgrades the case study property, than I'd completely agree with the conclusion.

Octavian, at one point I'd installed a bunch of real estate apps, but like most of my apps, I found that I rarely used them and eventually forgot about them.About 6 months ago I upgraded my phone and don't think I remembered to install any of them on the new phone, and completely forgot about them until you mentioned them.For agents, the RI statewide MLS recently switched from Fusion to Matrix, and I think part of the reason for switching was a better app/mobile experience, so that's probably one of the few apps I could recommend.Other than that, maybe Google Sheets or Numbers for iOS - spreadsheet apps - would be useful.One other app I could maybe recommend would be Venmo for payments, as some tenants and contractors have asked about using that.

Since you are not in a hurry to sell and you have great interest in the property, your strategy should be to maximize the net while hedging your risk of a broken deal.  

We did some pretty upgraded rehab it was in a nice area.
