If I lost a tenant over a dispute on them paying for an improvement then I would consider myself in the wrong business. 

Talk to your attorney and find out what their recourse is with regards to disputed funds.

Whatever gripe the management company has with the previous landlord client, they can't use the tenant's security deposits as a resolution to disputed finances.
