It appears the licensing requirements to become a licensed electrician and plumber are pretty lenient with only having to pass a written test.

Most home inspectors have NO experience in construction , they take a course , pass a test and they are a home inspector .  

But, well, my wife and I work very closely together on all investment deals and we need 100% agreement to go forward... if my wife sees the potential in any way of a future owner causing misery even after we are cashed out, then that deal will be a hard pass, as far as she's concerned. 

The only real difference is that your property has to pass a standards test in order for HUD to pay the rent.

If you can't speak with the tenant directly, you could possibly pass a letter through the Seller.

I live in a neighborhood that has a lot of multi family units and as I drive to or from home I always drive the long way to pass as many of them as I can.

A wind damaged roof can sometimes be repaired - but can't be if it's too brittle to pass a brittleness test per ASTM standards and must be replaced. 

That tenant base at that price point is not worth it to me, so i would pass. As

My bit of advice... with every single person that you respond to, make clear in the email or voice conversation your qualifications to get past your application - whether it be monthly income of 3x the rent, pass a criminal background/no prior evictions, credit score,  etc. 

In PA, a broker is a higher level of license, you need to be a salesperson (agent) for a certain number of transactions, then take an additional 80 hour course and pass a brokers exam.
