The only real difference is that your property has to pass a standards test in order for HUD to pay the rent.

My bit of advice... with every single person that you respond to, make clear in the email or voice conversation your qualifications to get past your application - whether it be monthly income of 3x the rent, pass a criminal background/no prior evictions, credit score, etc.

In PA, a broker is a higher level of license, you need to be a salesperson (agent) for a certain number of transactions, then take an additional 80 hour course and pass a brokers exam.
