Lol, I ended up in Delaware and that migration of people from NY, NJ, MD, PA caused Delaware's prices to double in what feels like overnight.  

If anyone lives in Phila PA I really want a mentor in Philly.

There may be a Section 8 property list you can get onto, but my experience in PA with that is it is mostly a list of pits of despair.

I am located in PA and trying to learn what I can remotely and would really appreciate some feedback from those already investing there.

Check with each utility to confirm you can have the additional accounts in a tenant's name.In our North East Pennsylvania location, the water companies will allow a separate meter, HOWEVER, they require a separate water main from the street hookup to the additional house meter so they may control each meter on the property independently of the other(s) without entering the dwelling.
