Pennsylvania Property Management Law - managers required to provide leases to owners?

Are property managers required to provide leases to property owners in PA? If the owner requests copies of the lease does that change anything?

I am being told in a specific instance that copies of leases are not provided to owners because the legal binding agreement is between the property manager and the resident.

In this case, I would have zero visibility on the nature of the lease terms, as well as who is responsible for certain costs borne (utilities, etc)

If this exclusion to owners is allowed, what is required in terms of document retention in the case of termination of relationship? Would be hard for me to believe that a manager can fail to provide leases in a situation where management is being transferred to somebody else.

@Matthew Mueller if the PMC is representing you as the property owner, then they are your legal agent and have legal responsibilities to the owner.

Is this PMC properly licensed and insured?

You may want to threaten them with reporting them to their state real estate board/commission and state AG.
