When looking over different cases, I don't understand why I see the "Pa Department of Revenue" and the "County Domestic Relations" being notified when there does not appear to be liens on record with the prothonotary. 

Personal capital tells me I'm too heavy on the foreign but my take is PersonalCapital favors domestic a bit too much.
