Pa rule 3129 question of who gets notified.

Is anyone familiar with who get notified with regards to the 3129 rule?  When looking over different cases, I don't understand why I see the "Pa Department of Revenue" and the "County Domestic Relations" being notified when there does not appear to be liens on record with the prothonotary.  Are those liens stored somewhere else?  Does the plaintiff notify those departments not really knowing if they have any interest in the foreclosure?  Sort of as a catch all
