Have a form for them to fill out - includes background details such as salary stub, identification, ask them if they have been evicted, if they have committed crimes, ask for references (employer, previous landlord, etc).

However, we are looking for protective ways of creating Lease Agreements where identification is noted as to who the actual parties are within the contract, that being - us (property management) and the actual property owner. 

I toured the house but was not at that time looking for the VIN; I have since learned about mobile/manufactured home data plates and am trying to get back inside so I can locate the HUD/VIN numbers and run them at the DMV. 

SSNs should now not be used for identification purposes now that the feds are mandating and regulating State IDs.
