The trees are not encroaching on my property but they shade to the point that no grass will grow and consequently the yard is a sandy dirt pit which erodes every time it rains.

I can see that the driveway drain is directly in line with where the rods are (the driveway curves a bit and leaves a path of soil over the sewer pipe path).

If the city pipe is in their easement and it failed then of course they have to repair.if the house is encroaching on said easement then I doubt city will take responsibility and insurance I have never seen a claim for a wonky foundation because of soil movement.
