I think I would focus on a long term flip, so spend a few years optimizing operating expenses and income, and then sell for a profit and move up.

Each page on your website has to be SEO optimized, meaning Google will push it higher up than other sites.

It's hard to do that if you've got wide-spread optimism in that market. 

A/B testing is key to optimizing in my opinion.
