Of course there were people that were there thinking this was a "fool proof system" and probably not a penny in the bank.

While credit scores aren't foolproof and they may disqualify some poor credit candidates who would've paid rent,  it's necessary in order to avoid the odds of getting into a bad tenant situation where they can cost you months of rent.

2) What are some fool proof strategies to get the county to lower you valuation.

Not fool proof, but better than nothing, I am close to 6' and over 200 pounds, so can't imagine being 5' 2", regardless of strength.

Care full screening, helps but I found it to be not fool proof particularly because a certain type of asset class attracts a certain type of tenant.

@Vitaliy Merkulov there isn't really a foolproof way to spot an experienced fake landlord, except with reference experience on your end. 

Good Screening is the an aid to good tenants - but certainly NOT FOOLPROOF! 

Not fool proof, but nothing is.

We've got a patent pending method to deal with it but even then it's not fool proof :(
