I think it stems from the fact that I feel that my area is so tenant friendly that I feel they can do a lot of harm if they tried to so I let a lot of things slide.

Im am thinking he is out there but not sure what harm  he can really do or would be willing to as he knows I am a former retired cop which somehow came up in conversation.
