If you're interested in a 3D program that doesn't have as much of a learning curve as Revit, I'd recommend giving Chief Architect a try.

I can manage a construction crew and draw plans to the city and pull the permit if need be.How can i be part of the structure of the deal and make money when the property is sold instead of just selling my services as an architect or contractor?.

@Jay Lu i am in process working with architect to get a drawing so i can send the drawing out for bid. 

For additions and certain other types of renovation you might need a stamp from an licensed architect or PE.  

It's really going to depend on the permits and if they were pulled and documented accordingly by the architect or contractor.

the other items with the city are all going to be based on your architect and engineer which youll need to find through network/interview they can really help save you or costing you if they dont have experience.I am actually living in houston TX and i invest almost exclusively in los angeles or else i would glady join you for a coffee.
