I just got a triplex under contract in Tacoma, Washington, and during my VA loan process I learned that I can get up to $6k in energy-efficient improvements attached to my mortgage.

One thing to keep in mind with RE  (especially with the appreciation around here,  and hot market around tacoma)  is that time can turn a bad deal into a good one.Even if you are negative on monthly cash flow now  (occupying one unit)  you are $1250 a month less negative than if you had an owner occupied SFR with the same monthly costs,  and you are getting some tax benefits.

We researched and found that 5K would allow movers to pack all their stuff in boxes and move them down to Orange County. 

Seattle and Tacoma (about 40 minutes south of Seattle) are completely different markets.

So I've got a Commercial Broker sending me leads from MFR in Washington, he's operating mostly in the Tacoma - Olympia area.

If they still don't leave after that then you will have to have the marshalls come with movers they specify and move all their belongings to a town storage for auction.
