You'll want to incorporate interest costs on the HELOC while you're using it, but that will add to your holding costs in addition to utilities, closing costs, etc..

Hi,I have been looking at some of the resources for inspecting properties and estimating costs on this site, and the ones I have seen are detailed spreadsheets and multi-page checklists.

the value added versus cost to add, especially in single family zoned areas, typically results in a large negative initial position.  

In that case, having it accounted for as a separate fee might attract more initial interest in renting the property - with the total cost being revealed later.
